Feeling like a failure made him willing to sacrifice himself for others several times throughout the series: Sanji wanted to sacrifice his dream to stay in Baratie and repay Zeff, he received Enel’s attack instead of Ussop in Skypiea, and in Thriller Bark, he would have taken Luffy's pain, but Zoro stopped him.
If Oda was doing this specifically because he wanted Sanji to have a higher bounty than Jinbe, then he could've just made Sanji's bounty higher than Jinbe's. It's really not much of a stretch, considering the World Government probably knows Sanji beat Queen.
