The Batman Who Laughs would beat Owlman but Owlman is hands down a better character. The most interesting things about TBWL is his origin and the threat he represents. Owlman has both of those plus extra depth, interesting questions about morality vs. utility, and real twists on the Batman mythos that makes me want to explore it more.
