So in the new event there is a survivor side and a zombie side. Basically you have to pick what ever side you want. And there is a difference. Survivor side gives you a “makeshift” gun while zombie side gives you a “bat” knife.
Less people joining the team means less people get the Zombie-specific weapons, thus meaning they should be rarer. Yes there's also the whole thing of "but not actually everyone in every team is grinding the pass" but considering how big the difference is between the teams (by literal thousands of players; you can see how many people earned the badges for joining their team) that shouldn't matter.
