Turns out the lowest emitting mills – the ones with “substantially lower” emissions – are all electric furnace facilities: SDI Columbus (Mill 1), Nucor Decatur (Mill 2), Nucor Indiana (Mill 3), and USS Big River Steel (Mill 4).
