You have the timeline wrong. Marc Bolan didn’t rip off Bowie, he inspired him. I said he didn’t rip him off. Marc Bolan and T. Rex were a big inspiration to David Bowie, especially during the glam rock era. Tony Visconti did production work with both of them - very likely resulted in some similarities in their sound.
