Shifu should absolutely be on par with Tai Lung and Kai, he's a grandmaster, and Rhino should be close too, probably above all the furious five. Po should be far lower honestly, he's not really super talented in traditional kung fu and throughout the films he's shown to be less skilled than the five, his strength mainly comes from inner peace, chi, and general immunity towards most kung fu moves.
