As u/ClumpOfCheese mentioned, yeah traffic is gonna be bad, it might be worth it to get a boogie board and spend the whole day on the beach. It takes me 20 minutes to drive 2 miles just on random weekdays -- I can't imagine trying to get across town on memorial day. It might be money to leave at like 5am or whatever time necessary to be at Santa Cruz no later than 9am.
