Araki's commentary on Echoes act 3 in jojoveller stand book. Each ACT of Echoes deals with sound and words in different ways. Act 1 deals with the "sound of your words", ie. creating sound sources on surfaces that make sound when touched. It also has the longest range out of all ACTs.

Whether that's echoe's power or his enemies laughing at him is uncertain. Personally, I think Echoes ACT 2's ability is limited to effects that have sounds. So while the "BOOM!" would work, the "BVVVVWW- Tick" probably wouldn't because I don't think The World's time stop actually makes any sound when it activates.
