District 12 is considered less important by the Capitol, as they already have District 5, which provides them with power and electricity. This is why President Snow didn't hesitate to destroy it.

Is district 10 a handful of families that have cows then sell them to the butchers. Or is it a large government owned field and cowboys setting up temporary camps every night.
