Depends on how quickly you progress, but essentially after chapter 30, dust stops increasing, but EXP continues. Once you get up to chapter 36-40, you should start accumulating more EXP and become either gold or dust limited.

A valuable way to earn Hero Experience is the AFK rewards chest, the amount of Experience you can obtain from it depends on your Campaign progress. You can also get some Experience from Campaign quests and from King's Tower Rewards .
