  7. Yup, mostly because the constitution isn't laws abiding citizens, but rather the rules of what constitutes a legitimate government in the US. It defines who composes it and who is allowed to do what (including votes), but when it comes to the Bill of Rights and most amendments, it really puts limitations on what Rights the government just can't take away from citizens.
