Daniel Kaffee, a US military lawyer, defends two US marines charged with murdering a fellow marine at the Guantanamo Bay Naval Base in Cuba. The needle of suspicion, however, points to a colonel.
However, when Kaffee’s interrogation puts Jessup in a logical trap, he erupts angrily and admits that he ordered the Code Red against Santiago. He thinks that Santiago’s death may have been a tragedy but that it probably saved lives.
