Jhon Jairo Velásquez Vásquez (Yarumal, 15 de abril de 1962-Bogotá, 6 de febrero de 2020), conocido con el alias de Popeye, fue un criminal colombiano, conocido principalmente por haber sido uno de los sicarios del Cartel de Medellín de Pablo Escobar, hasta su detención en 1992.

En la mayoría de sus apariciones, Popeye es caracterizado como un marinero independiente con una peculiar forma de hablar y reír, músculos de los antebrazos muy desarrollados, con tatuajes de ancla en ambos, y una omnipresente pipa de caña de maíz en su boca. Tiene el cabello rojo y una prominente quijada.
