In my opinion you should continue. The progress might be slow and that's totally fine. We've been actively practicing tulpamancy over 3 years now and the progress is really slow when compared to others, but that's okay, because not everyone is the same and some tulpas just develop slower than the others.

It is possible, but it usually needs time/effort! For us, we can only communicate if I actively think about him, but I know some people can also talk with their host/creator even if they aren't thinking about them! :D. We're not sure about specific techniques but with time and diligent practice it is possible.
