The rulers of the society have created a robot named Mr. Roboto to enforce conformity and keep the citizens in line. Kilroy, however, refuses to conform.

The song is part of a complex story about someone put in a place for misfit musicians. No need to go into the story here, but it is essentially a futuristic tale about robots.

Kilroy Was Here would have worked so much better if James Young and Dennis DeYoung had switched characters It's so obvious it feels insane to point it out. James Young has that classic rock star voice and look, and is much easier to picture being revered by Tommy Shaw's character.
