Joan As Police Woman es el proyecto solista de Wasser, quien fue la violinista del grupo alternativo The Dambuilders, en los noventa. En esa década también conoció al cantautor de culto, Jeff Buckley, con quien estuvo de novia por tres años, hasta su confusa muerte en mayo de 1997, a la edad de 30 años.
