James Francis Byrnes ( US: / ˈbɜːrnz / BURNZ; May 2, 1882 – April 9, 1972) was an American judge and politician from South Carolina. A member of the Democratic Party, he served in the U.S. Congress and on the U.S. Supreme Court, as well as in the executive branch, most prominently as the 49th U.S. Secretary of State under President Harry S. Truman.

James Francis Byrnes was the 49th Secretary of State by President Harry S. Truman from 1945 to 1947. He led the Department of State during the transition from World War II to the Cold War and negotiated the Potsdam and London Conferences with the Soviet Union. He was a former U.S. Senator, Supreme Court Justice, and Governor of South Carolina.
