The game has a number of design flaws, mostly due to the fact that the developer, 4X Studios, was running out of money and rushed the game just to get something out the door before they folded. As a result, mechanics are clunky, features are left out, and unfinished areas are literally walled off.

Just go in the storm peaks area and kill a bunch of Iron dwarf mobs or ,golems or those Iron gnomes (forgot the name of the mobs) untill you`ve farmed 20 relics of Ulduar. You NEED 10 to compleate a quest - making the Npc into a vendor and another 10 to actually buy the Iron Boot Flask. Hope this helps.
