Sir Howard John Davies (born 12 February 1951) is a British historian and author, who is the chairman of NatWest Group and the former director of the London School of Economics. [1] He was the first chairman of the Financial Services Authority.

Howard was deputy governor of the Bank of England from 1995-97 and was the first chairman of the UK Financial Services Authority, from 1997-2003. He was chairman of the Phoenix Group and, until July 2015, chaired the UK Airports Commission.
