Apocalypse is much more hardcore than Magneto. Magneto cares about ALL mutants, powerful or not. He sees them more as a people, a culture, a species that will be clean from humanity sins and not repeat the same mistakes. Mutants are his 2nd chance. In some ways Magneto is more idealistic of mutants than Xavier is about humanity.
