It can also mean to succeed: to change the boundaries, by doing something no-one had been able to do before. Every project in every company "makes progress" and "moves forward" towards the goals of that project.

If they are not within the boundaries of the field, and someone just brings them to the perimeter of the field and sets them down outside, then it's possible to say this: Put these bags of sand on the field.
