It declared its sovereignty in 1989 and received independence in 1991. Its population is predominantly Azerbaijani (Azeri). The capital, Baku, lies on the Caspian Sea.

Sheki was founded around the 8th century BC and was one of the biggest Caucasian Albanian states in the region.
