Alan Charles Lovell DL (born 19 November 1953) is a British businessman, formerly chief executive of the British construction company Costain, and currently chairman of the Environment Agency.

He is an experienced business leader and former Chair of the Consumer Council for Water. He will take up the role on 26 September 2022, succeeding Emma Howard Boyd.
Alan Lovell is the son of a farmer and a former finance director and CEO of several companies, including renewable energy and construction firms. He was appointed Chair of the Environment Agency in September 2022 and has also been a non-executive director and chair of various organisations.
