It is unlocked by completing Stoneslide Tower, and completing this level unlocks Blooming Lakitus, while completing it via the secret exit unlocks Piranha Plants on Ice.

As Mario makes his way through Spike's Spouting Sands, he will want to watch out for Spike. There are a few of them, Koopa Troopa, too.
