Though lightning does travel through copper blocks, I've used it in traps and electrifying the floor is very possible. It de-oxidizes the Copper, so it should do the same to the golem. But you're right, the allay is more useful, however cool the Copper Golem may seem.
All mob votes have a chance of coming back however they did not guarantee it would come back like the biome vote. That being said with the Tuff Golem being in the vote and from the looks of it, the sniffer will win which means that there will be another golem in the back log.
Copper golem is insanely easy randomizer, as well as trigger mechanism, and a new golem to work and/or tank with! Things like hopper clocks are easily breakable with lag, and the main ones that aren't take up a lot of space, but the copper golem would fix all that!
