The Red Weeper is unlocked by playing as Mothra and defeating all the Weeper enemies in the Blue Caves. After you defeat them, a red weeper will fly to the left side of the screen. Defeat the giant (if there is one) and you will unlock the Red Weeper cheat code.

Mothra plays very differently from Godzilla, thanks to her smaller size and ability to fly. She can fly as high as Godzilla can jump and maintain the elevation, or sink to the ground, both of which help avoid attacks.
Mothra has no real connection to Godzilla whatsoever and often finds herself fighting him, occasionally even being killed by him (Mothra vs Godzilla, GMK). Even in the films where they're on the same side it's generally just because there's a much larger threat that requires them to work together, like Ghidorah.
