You will only be paid 0.1¢ – 0.9¢ per view. That is not to be confused with $0.01 or $0.09 by the way, because it actually works out as $0.001 and $0.009, meaning you’d need 10 views per cent in the free tier, or just over 1 view for 1 cent in the paid tiers. This is offset by the low payout threshold of $15 though.
