"Over" doesn't necessarily mean only an arch bridge — any bridge that is substantially above, such as a suspension bridge, could be implied.. However, one could also emphasize not the physical bridge but the passage or motion.

While the A–B direction is 'across the road' if it's just a road, 'across the bridge' and 'over the bridge' both mean C–D. So (if you're walking) you have to say something long-winded like ' (cross/go) from one side of the bridge to the other'.
