Richard Elliott Neustadt (26. kesäkuuta 1919 – 31. lokakuuta 2003) oli yhdysvaltalainen politiikan tutkija ja poliittinen neuvonantaja, jonka erikoisalaa olivat Yhdysvaltain presidentin tehtävät ja valtaoikeudet.
