Big Finish has done a good job explaining why the characters never interacted and keeping them separate. They should just get Jonathon Carley to play the War Doctor against Jacobi's Master, just so we can have at least the I.CLAVDIVS Master and the Caligula Doctor interacting, even though Hurt has died.
