Gordon Welchman was the mathematical equal of Turing but was able to point to directions where the administration of Bletchley Park was organised for the industrial decryption of intercepted messages. he foresaw very early in the war that unless method was introduced and idiosyncratic attitudes reduced, the achievements would be limited.
