Jeffrey Spender. He's overhated, that's all I gotta say. He was actually a decent guy who cared for those around him. I mostly like him, but I think he should have remained dead after getting shot in the face. Also, none of the Greek Tragedy stuff between Spender/Smokey/Mulder really works on an emotional level.
