On April 15, 2016, District Mayor Muriel Bowser called for a districtwide vote on whether the nation's capital should become the 51st state. This was followed by the release of a proposed state constitution. This constitution would make the Mayor of the District of Columbia the governor of the proposed state, while the members of the District Council would make up the proposed House of Delegates.
