Philip "Phil" Francis Bates (born 19 June 1931) is an English jazz double bassist. Bates was born in Brixton, London. After playing regular gigs at London’s 51 Club with Harry Klein and Vic Ash throughout 1956, he joined The Jazz Couriers with Tubby Hayes and Ronnie Scott.

Phil Bates remained with the band until January 1999 and was replaced by Parthenon Huxley (guitar and vocals). In November 1999 Bevan played his last show with the band at the Sands Hotel in Atlantic City and issued a press release in early 2000 indicating that ELO Part II had split.
In 2008, Bates formed the Beatles, Blues and Blue Violin project (BBBV) with Mik Kaminski and Tina McBain, resulting in a tour, and the 2010 BBBV album. In 2022 and 2023, Phil Bates is still gigging extensively with his "Tribute to ELO" throughout Europe as "Phil Bates and Band". He has often appeared live on German, Swiss and Polish TV playing ELO
