Roy Harris Jenkins, Baron Jenkins van Hillhead (Pontypool, Wales, 11 november 1920 – East Hendred, Engeland, 5 januari 2003) was een Brits politicus van de Labour Party en medeoprichter van de Social Democratic Party en de Liberal Democrats. Hij was voorzitter van de Europese Commissie van 1977 tot 1981.
