R1: While Storm is scary, Weather Report can do ridiculous things like deflect bullets with atmospheric layers, make space suits out of pressurized air and make it rain dart poison frogs. Storm has shown more brute power, but WR manipulates the weather much more precisely (and with much more asspulls). WR 6/10.
Weather Report vs Storm. Battle. Storm can’t see stands the whole time and can’t interact with Weather Reports stand. I don’t know Storm that well but Jojo is my expertise so I’ll give weather reports range and abilities in a short description for each round.
Weather Report's ability is to control the weather through the manipulation of the atmosphere itself. Weather manipulates the surrounding atmosphere with his Stand, allowing him to freely summon several weather phenomena like wind, rain, or lightning to his advantage.
