By creating this perverse "social experiment," Joker continues to try and prove that his strange and evil methods are simply an extension of regular human nature, that he is, as he told Two-Face, "ahead of the curve." As the end of the film approaches, everything gets more complicated and the stakes get higher.
One of the best parts about The Dark Knight was the Joker's social experiment wherein he has two boats, one with civilians one with criminals, given the detonators to the others' ship with the task of setting off the explosives. To incentivize them, he threatens to trigger the explosives remotely if they don't do it within a set amount of time.
