The human Sagan was a design by the ones working on Skulldudes (Tumblr fancomic) who later went on to help with Annie herself as well as the upcoming Skullgirls Webtoon comic. IIRC the Indivisible NPC was paid, but this was done because they helped with the DLC.

In universe, Annie (and her remote parasite, Sagan) is a celebrity with her own show, "Annie of the Stars," which she's appeared in for multiple generations now.
