Shouldn't this be a big stomp for Storm? I mean, don't get me wrong, Heavy Weather is a pretty strong ability, but Storm just has strength and durability feats over Weather, along with just overall combat experience. I could see Weather taking round one maybe due to Storm not seeing stands.
R1: While Storm is scary, Weather Report can do ridiculous things like deflect bullets with atmospheric layers, make space suits out of pressurized air and make it rain dart poison frogs. Storm has shown more brute power, but WR manipulates the weather much more precisely (and with much more asspulls). WR 6/10.
