Ninetails is just the better Guan Yu. Arthur is decently buffed by BowMain's 15% atk buff. Jessica isn't really necessary in this form. Dragoon Mercenary - Can attack two opponents in the same column at close range. In PvP, melee mercenaries deal more damage to other melee mercenaries and less damage to ranged mercenaries.
Star Stones / efficient building for magic scaling mercs are based on their primary stat. Arthur would be strength, Guan Yu strength -- all melee mercs with scaling str. Elementalist is magic (staff), so intelligence. Intelligence has no effect on melee/range mercs that use magic scaling.
Guang Yu, has a judg spear +5, Shinning Goddes accsories set (+20% magick damage) and skin for + 10% to physical damage, equipment + 4- + 6 pegasus. The rest of the mercenaries are significantly behind in level and have equipment +3 +4 pegasus.
