What is considered to be the first modern parliament, was the Cortes of León, held in the Kingdom of León in 1188. [2] [3] [4] According to the UNESCO, the Decreta of Leon of 1188 is the oldest documentary manifestation of the European parliamentary system.
The origins of Parliament. In the Middle Ages, the monarch's rule was supreme. If advice or support were needed, the King would summon his richest and most powerful subjects to his Council. In the 13th century, some towns and each county started to send representatives to some of these meetings.
