Download the CreamAPI files from cs.rin, the link is in the megathread under tools. When downloaded, you should have a folder named CreamAPI_Release_v4.5.0.0_Hotfix, in which you have another one named log_build. In this one should be the actual CreamAPI.ini file, as well as a "steam_api64.dll" and "steam_api.dll".
