Not restricting his activities to Zionist matters, Sieff was the founder of Political and Economic Planning (PEP), an organization of internationally recognized authority, and was its chairman (1931–39), vice chairman (1939–64), and president from 1966.

Marcus Joseph Sieff, Baron Sieff of Brimpton OBE (2 July 1913 – 23 February 2001) was a British businessman and chairman of his family company, the retailer Marks & Spencer, from 1972 to 1982. Like his parents, he was also a leading figure in UK Zionism .

In 1966, he was created a life peer as Baron Sieff of Brimpton. Sieff had supported Zionism since meeting Chaim Weizmann in 1913. Together with Weizmann, Simon Marks (son of Michael Marks, co-founder of British retailer Marks & Spencer) and Sieff helped set in motion the train of events that culminated in the Balfour Declaration of 1917.
