In Don, it's revealed that Rigby walked around naked when he was five, which resulted in Mordecai and Don doing the same because they thought it was "cool". This may be the reason why neither of them wear clothes as of now. In "Free Cake", Mordecai tells Rigby to stop digging in the trash, but it's raccoons' nature to do that.
I'm not looking at anything ever again. Every time I open my eyes, I see Pops naked. Rigby: Just give it a chance. Mordecai: No! (Rigby grabs Mordecai's arms.) Rigby: Look at it! Look at it! Granted, Mordecai and Rigby are a bit different, as both characters seem completely civilized at times, and then at other points, Rigby is much more starkly bestial than Mordecai. Yet, I really don't think J.G. Quintel sets up these moments with the intention of provoking a greater philosophical debate on the nature of his characters civility or incivility.
