The Justice League International at it's time WAS the defacto Justice League, and it consisted of mostly b to c list heros plus Batman. Blue, Gold, Guy, Canary, Rocket Red, Miracle, Captain Atom, Martian Manhunter, Fire, Ice, Shazam, etc. These are all B list at best characters, So Ted is directly speaking of when the Justice League was the JLI.
