Sure, if he gets a good hit with his cannon like he did with Optimus. That quote comes directly from the Fallen and shouldn't be taken literally. Anyone sufficiently strong can beat the Fallen. It's just that the Fallen can teleport, control gravity and was said to be stronger than his brethren, so on average I'd give it to him.
