The songwriter and his girlfriend were on vacation at the beach when he was brutally beaten and his gf r*ped by gang members. He wrote the song afterwards, envisioning an idyllic world where everyone is happy and just dances all the time.

cant think of any especially sad Japanese album i know but here are some that might come close. Kinoko teikoku's uzuninaru (especially because of THE SEA) Amazarashi's Message Bottle is a contender too, it has quite a few sad songs among its 26 songs track list (which i personally find to be too long)e.g. Hiro, Tsujitsuma Awase, Bokuga Shinouto ...
