Like, I can't help but notice there's not much actually given for the players to do in Sigil before Mercy killers and Harmonium are after them, and I'd really like to give players more of a chance to explore the actual city if possible at some point during the campaign. They give a lot of random encounters that don't amount to much as well.

Mercy killer is much better suited for a vet who can proc bleed on strike with the talent. Zealot can only proc on crits which limits the usefulness. IMO: keep flak damage and uncanny.
