This. Mark Alaimo is fantastic and Gul Dukat is a super interesting character, but Dukat is absolutely a fascist as you said. I would absolutely never vote for someone like this. In fact, if someone like Dukat was legitimately running for political office, I'm probably on the way to join the Bajoran underground.
