After using twixtor and pixel motion this happens (I have set the correct frame rate): Its an artifact from the effects you used. Optical Flow doesnt work well on hard edges, high details, lots of movement between frames. Happens a lot at cut points. If you can shave a frame or two here and there, you might be able to salvage it.
